Tom Foley and Globalization Legislation

Tom Foley

As the 54th Speaker of the House, Tom Foley guided the Democratic majority through the fluid post-Cold War political landscape. Known for his institutional respect and gentlemanly demeanor, he played a critical role in enacting key globalization policies, most notably securing the passage of NAFTA in 1993. However, amidst a rising tide of partisan voter discontent, he lost his reelection bid in the historic 1994 Republican Revolution.
