Daniel Patrick Moynihan
He was an intellectual statesman of the Cold War era who transitioned from a Harvard professor to domestic policy advisor under Nixon, UN ambassador, and a four-term U.S. Senator representing New York. As a sociologist, he published the "Moynihan Report" in 1965, cutting to the core of the breakdown of Black families and the cycle of poverty, which sparked fierce debate. Despite being a liberal, he was heavily relied upon by the conservative Nixon, standing out as a giant who pioneered welfare and urban policy through data and unique insights rather than being bound by Cold War ideologies.
