Joseph Fouché was a radical revolutionary and master police administrator who served as Minister of Police under the Directory, Consulate, and First Empire. A deputy to the National Convention, he voted for the king's execution and led harsh suppressions in Lyon before orchestrating Robespierre's downfall during the Thermidorian Reaction. Fouché established an extensive domestic intelligence and surveillance network across France, monitoring political rivals, crushing conspiracies, and engaging in secret diplomacy to safeguard his own power. After Napoleon’s fall, Fouché adapted seamlessly to the Restoration, heading the provisional government in 1815 and briefly retaining his police ministry, earning a legacy as an ultimate political survivor alongside Talleyrand.
