Leonard Wood
Leonard Wood played a major role in the Spanish-American War and overseas administration as a U.S. Army officer and administrator. Leading the volunteer cavalry regiment "Rough Riders" alongside Theodore Roosevelt, he later pushed for American-style governance as Military Governor of Cuba and Governor-General of the Philippines. Furthermore, before World War I, he led the preparedness movement and influenced the modernization of the U.S. military.
