James Bruce
James Bruce
James Bruce, the 8th Earl of Elgin, served as High Commissioner and Plenipotentiary to China during the Second Opium War. Heading a joint Anglo-French expeditionary force, he captured Guangzhou and negotiated the 1858 Treaty of Tientsin. When Qing forces resisted treaty ratification in 1860, Elgin ordered the march on Beijing and the deliberate destruction of the Old Summer Palace in retaliation for the torture of Allied envoys. He subsequently finalized the Convention of Peking, securing Kowloon Peninsula, establishing permanent diplomatic legations in Beijing, and expanding Western commercial privileges throughout the Chinese interior.
