A military officer and politician of the late Ottoman Empire. He was a primary leader of the Committee of Union and Progress (CUP) and was known as one of the "Three Pashas" alongside Talat Pasha and Cemal Pasha. Playing a central role in the 1908 Young Turk Revolution, he consolidated power after the 1913 Raid on the Sublime Porte and served as Minister of War from 1914 to 1918. He was also involved in the disarming and forced deportation of Armenian soldiers, being recognized as one of the primary figures responsible for promoting the Armenian Genocide.
